Coast Guard marine safety technicians and New York State Department of Environmental Conservation officials survey the waters surrounding the Stellamare, a 289-ft. heavy lift cargo ship that capsized in the icy waters of the Port of Albany during a load transfer. A tug boat crew from Clean Harbors collects diesel fuel from the surface.
